Make the ability like a nerfed Bad Dreams for all awake pokemon including allies. Komala, Snorlax, Cyndaquil, sleeping Pokemon, etc with closed eyes aren't affected

Not really. It balances out because Mimikyu doesn't have the bulk to go full stall autism with it. It basically just adds a bit of extra kick to Mimikyu's attacks. If I had to nerf it, I'd make it so that Mimikyu gains a Fire weakness and also loses 1/8 of it's HP per turn when Sunny Day is active, due to the whole Mimikyu hating the sun thing.

My initial reaction is that Mimikyu shouldn't be cute underneath the disguise, but on the other hand it would be kind of funny if it just has extreme unfounded self esteem issues and is actually an adorable fuzzball.
