Marowak looks sort of reptilian or dinosaurian, and is based on some sort of orphan that wears its mother's bones. Visually, it's based on the "desert skull" trope; a visual symbol showing that an area is deadly - either via predators or because it's a vast desert with no water. Sand, desert and bones in Pokemon are represented as "Ground".
