Sure there was a lack of dragon types back then, but they could have mixed things up a bit like the following:

I still can't believe it introduced only one new dragon type and only one new ghost type, the two most sorely lacking types of all at the time.
Evem crazier, Lugia could have been a dragon type and we would have had the first true legendary dragon before they became too common. I think Ho-oh is described as a dragon bird by one npc.

Lance had a pseudo in gen 1 and he was only an E4 member, not the champ. Also the dragon dude in gen 3 has Salamence. I understand reserving the pseudos and letting people discover Pokémon, it just seems dumb that you don't even see any form of Larvitar until the game is already over.
