WTF Game Freak why isn't my route 1 bro viable?

There's no reason they can't be viable, just give them good hidden abilities or give them good moves late game so you are rewarded for sticking with them.

Vivillon is a good example. It's just butterfree but then it learns fucking hurricane.

Sinnoh: Budew and Starly are damn good
Unova: Cinccino with skill link is good
Kalos: Talonflame for it's time but Diggersby isn't bad

It's found very early in the game. Sinnoh gave it a pre-evo and a third evo. Of course it originated in Hoenn but even then it wasn't avalible you reached Mauvile city

Viable where? In game or comp wise? Comp wise they're always going to be a bit shit since their schtick is levelling fast but being weaker stat wise, unless they have some god tier hidden ability. Kalos did this well with talonflame and diggersby, both being pretty fucking great. And more recently Pelliper. RIP bravest bird.
Staraptor is weirdly good even ignoring abilities hidden or otherwise, an outlier.
There's also a bunch that are ok in like, PU and NU (in gen 6, these don't exist yet) that's like, "good". Swellow, Stoutland, Luxray, Pelliper pre-drizzle. All generally viable and really one or two things away from a much higher tier, as we saw with pelliper.

Nothing on Alola route 1 is good. A-Raticate, Gumshoos, even Toucannon, whose archetype they've been doing better ever since gen 4, are all painfully trash. Gumshoos is probably the worst early route rat-type thing and that pains me.
