Gengar dropped because it has no place in the current meta. It's outsped by Pheromosa, Greninja, Tapu Koko, and speed ties with Metagross. It beats Fairies, but it can't oneshot Garchomp with HP Ice, which leaves it in an odd place.

It needs to be bulky and around base 80 - 90 Speed, not fast and frail.

Then there's stuff like Scarfmons becoming more popular, the rise of Dark types, etc.

Koko is the only one of those two that beats it out. Gengar was already suffering because of greninja, who fucks it in the ass last gen, but now there's just more threats to it.

Real nail in the coffin, though, is lele, who is tanky enough to survive sludge bomb if it is slow Psynuke build, or just straight up faster than gengar because of scarf and nukes it with psychic. Like, literally:

You'd need max everything, and min investment loses, because poison just gets fucked by psychic. Gengar could have a role as a scarf user, though, what with modest Scarf outspeeding timid lele by 2 points and being able to securely OHKO lele at up to 28 HP evs (it becomes a slight dice roll as lele invests more HP, but it still needs to beat naive pheromosa and thus only has about 84 extra EVs there, plus it can't risk being slower than other leles or else it loses the trade war. It might have a chance to get more from SpA, but then that is important if it affects any damage benchmarks it might have, and really the HP is just for obtuse benchmarks that are otherwise irrelevant. So yeah, Scarfgar could be an option to try if you really want to use him, especially since he'll also nuke phero and koko.

Have you had to go up against an offensive Komala yet? Jesus christ, it is annoying. High attack damage sucker punches all day, plus you can't burn it, can't sleep it, can't paralyze it, can't set up on it and it's too dangerous to just leave on it's own doing it's own koala thing, especially with access to swords dance. Only redeeming quality that makes it OK is that at least Rest doesn't play well with Comatose, so it doesn't get free 100% heals on top of being bulky and hitting hard and having a good movepool and being immune to all status.

And that shit is...RU, I think? M-Mawile is almost certainly OU for sure, with many of the same benefits: good bulk, good movepool, huge attack, and strong setup capability. But hey, at least you can burn a Mawile. That's gotta count for something.
