In the games, Red and Blue only get starters because Oak specifically calls them out to get them. It's not like the anime where everyone from far and wide gets a starter, you are usually specifically chosen to get a rare Pokemon.

Where the fuck do you think Oak GOT them from in the first place? From Jesus? Where did the other professors get their starters? Where did the other trainers with the starter evolutions get them?
Where the fuck do you think Birch got Johto starters in Emerald?
Where did Steven get the Hoenn starters he has in HGSS if Birch only had three and gave two to Brendan and May?
In fact other people give you the other starters in HGSS, where did they get them?
Where did Sycamore get Kanto starters?
Where did Birch in ORAS get Johto, Hoenn, Sinnoh AND Unova starters?
Did these people all just pull them out of their asses? Do you think starters sprout from anuses? Is that what you think?
There are hundreds of them in canon, they're just not found in the wild in the games themselves because that would break the games and ruin the trading aspect as well as killing the point of even having a starter Pokémon.
