Bulu doesn't even really need it. A resisted Wood Hammer in Grassy Terrain does exactly the same amount as a neutral Play Rough, so it'd really only be useful for things that are weak to fairy and resist grass.

The two most relevant dragons in OU are Garchomp and Zygarde, neither of which resists grass. That would leave Play Rough useful against Latios, Salamence, and Dragonite, and Bulu already has coverage moves for those three.
