Most likely the MC. The MC was the only one with a special pokedex that was able to take pictures. So unless Hau took pictures after/before the adventure with a random ass camera (most likely not considering the situation with the last 2 photos) then it was most likely, definitely the MC. It's a possibility the MC gave the photos to Hau to send though.
