Remember, when Stealth Rock was introduced, Clefable was a Normal-type, and the other two Gen 1 pink blobs, Wigglytuff and Chansey, also learn Stealth Rock.
Clefable just got extremely lucky. Being a Gen 1 Normal type gave it a huge movepool, which carried over when it was retyped to pure Fairy.
