Recently, Sun and moon starters were released when the game came out on November 18th.

Rowlet's design has a round spherical body with legs and black eyes and white irises.

Litten's design is a cat with black fur and red markings on all its body.

Popplio's design is a blue seal with a pink round nose and a white snout, it has no clown features but fans made up Ballio. Developers released a sketch or art depicting rowlet in a bubble panicking, popplio looks up rowlet, and at the end, popplio pops the bubble. And there's a moment of backlash about its design, some people say that it looks evil, some people say that it has clown features. But many people had to defend popplio, the developers made a respond to the backlash, as of today, new pokemon were designed but fans made memes out of it.

Totally yes, when evolved to primarina, it does look like a mermaid seal hybrid, if you have a mail popplio, well, if you're confused when it was a genderfluid pokemon.
