I asked him on Twitter a few minutes ago, so idk (Austin John Plays). Who doesn't cite their sources in the description? I also have been unable to find it on the PGL.

But it's the only logical thing, right? Why wouldn't they release mega stones, and release them early as participation prizes? It generates continued interest in the game and the competition, and especially creates an exclusiveness for that month or two until they're released en masse, which pokemon players love.
