The concept of 'Evil' extends to othet looser terms. A fair deal of Dark-type physical moves tend to lean towards 'Underhanded' as opposed to outright evil, such as Knock Off and Quash.

Ninja tricks are underhanded.

You know how Alakazam is the quintessential Psychic type? And Machamp Fighting? That's what Florges is for Fairy type. They wanted a simple, mono family of fairies to be the embodiment of the new type.

Plus, fairies are intended to have a symbiotic relationship with nature. They help the Grass type flourish, they make plants grow, they become one with nature, but without being Grass themselves.

Although I admit Florges' case is a little extreme, it makes sense. Plus Fairy/Grass really is not stellar for something trying to be defensive.
