Status (especially sleep) is virtually useless in VGC 2017, because there is always terrain up.

Toxic only sees use on Porygon2 in order to beat other Porygon2.

Yes, it gets Snarl.

Incineroar is slower than Arcanine, but hits slightly harder and is slightly bulkier, and has Fake Out and U-turn.

It also has less Special Attack, but the STAB on Snarl balances that out.

Hardly anyone actually uses burn up on arcanine. It's inconsistent to use, and isn't something anyone would want on a moveslot as Arcanine's 4 move slot syndrome is bad enough already. The following stats are from the highest ELO players of the VGC 17 meta. Unless you mean to tell me that thousands of the top players are somehow "wrong", burn up is not a viable gimmick.

If you want to use burn up you'll have to actually use it on an enemy, and I presume they can't be using protect (secondary effects don't happen in general when hitting into a protect, I assume the same follows for burn up), then not switch out unless you want to set up all over again, meaning you can't cycle intimidates. Also, any sort of """viable""" burn up set kind of defeats the general purpose of arcanine, which is to be bulky support with a good offensive presence.

Also, losing the fire typing isn't necessarily a good thing, as fire has 6 resistances.

If anything deserves to be in high OU it's staples like Arcanine, Rapidash and Weezing - former shitmons getting time in the spotlight. Not cancer like Tapus.

It gets most of Arcanine's moves (including Burn Up), and outspeeds Arcanine. Otherwise, its stats are actually pretty similar, with the exception of its HP.

It doesn't get priority or Intimidate, but priority is easily counterable (Tapu Lele teams for example), and Flash Fire means you'll be switching in on Arcanine when you think it's gonna go Flare Blitz.

Their abilities are anti-synergistic because you can only have one terrain out at a time. Most of the tapus rely on having their terrain up to be good (fini is the exception), so bringing two means you usually need to leave one on the bench.

People don't run doggo just because he's fire with strong attacks. He's bulky, strong, has no relevant benchmarks so you can run him HOWEVER you want, intimidate is great for crippling two mons, if you use snarl you can also cripple specially focused mons, AND THEN he completes the FWG core alongside Fini and Kartana.

Mence does not hit hard enough this gen compared to 2014, and the pervasiveness of fairy types can make using Z-Draco Meteor a liability, and thus only good if mence's defensive coverage patches up your team. Otherwise Doggo or Kroc are better options due to being generally tanky, having similarly relevant speed tier, and just being generally good.

50% heal eating up your turn is not worth it. In most cases that kills your tempo and just leaves you open to getting crippled again (or letting the opponent switch). Easier to run protect and just not die, and if you want heals, forgo damage boosting for a sitrus or one of the yoloberries.

To be fair, you have to want to use specially oriented in the first place, which is a large loss since no blitz; then you have to want to run AV as well, which means your kartana can't run it, and that's honestly the better kartana build, so its not worth losing. Basically stuff like that is hurt by the 'no duplicate items' clause.

Though I haven't heard of firium-z arcanine, just Electrium-z arcanine for surprise fini kills via Z-Wild Charge.
