Also fairies are known for being mischievous so there should be a fairy equivalent of stealth rocks that can stack and immediately make the opposing pokemon fall asleep. And if set by a fairy-type, the damage is quadrupled.

i'd say you were on the right track. instead of altering the type chart or making a new type to ballance it out, i'd say that you just alter the movesets so that types like steel and posion have more options offensively. then fairy aren't the offensive walls they were before, and the type chart isn't fucked every 3 generations

You'd have to take extra measures to avoid steel type being too overpowered though, since it's an amazing defensive type, and it's still ok offensively.

I think poison-types should get more attention, if only because they're still relatively uncommon in competitive compared to steel.
