"The user lays a sleek sheet of ice around the opposing team, which lowers their Accuracy stat upon switching into battle."

An Ice type Entry Hazard that lowers accuracy of opponents switching in by 1, 2 if the opponent is Fire, Fighting, Steel or Rock, and not at all if the opponent is Flying, Ice or has Levitate or Air Balloon.

Black Ice is learned by every Ice type and exclusively them, no Stealth Rock or Ice Beam distribution shenanigans here.
