Because sometimes pokemon take inspiration from two things like doduo or sometimes pokemon are conceptually one thing but visually another thing, like how vanillux is not literally ice cream but a stalagtite with snow on it.

Some designer obviously noticed the similarities between seeds and eggs and decided to meld the two together so that it might be a little more interesting than just seeds with eyeballs. Seeds are pretty much plant eggs anyways
