I think that's this artists way to showing the reader that Pokemon are talking. Even though most of the comics seem to be Pokemon-to-Pokemon communication, there are still human characters who don't have brackets.

Consistency is important when it comes to writing/storytelling. The parentheses may not be the best solution, but the consistency I can respect.
