Outside of something like Psychic Surge or Drought, it's not happening. Masuda's Gen V favorite here has a fucking 180 BP non-suicidal STAB, a 130 BP Special STAB with the same accuracy as Fire Blast and no drawbacks, a physical Electric move that every physical Electric-type not named Zekrom would kill to have, and a perfectly rounded stat distribution, and it STILL can't rise above BL Hell. All Delphox has going for it over Victini is a slightly better Speed tier, and it's still not fast enough to actually sweep in OU anymore.

I don't know, it share the same stats with normal Charizard, Sheer Force would be only good if he had better coverage, like Sludge Wave as well to be decent like Nidoking who he would share the same role (Nido would get stronger Sludge Wave due to stab and he have acess to Ice Beam to take down dragons) but slightly faster.

I liked Talonflame. It was a healthy mon. It was fine. Tailwind was the problem. Remove Tailwind from its movepool and give it back its normal Gale Wings. There were a lot of ways to build and play Talonflame, but Tailwind broke it.

Emboar gets Drought or Sheer Force. I can't think of anything else that would give it a boost.

It's still a really fast Pokemon with Tailwind all its moves. The only thing that broke it was the ridiculous ability, which would break any Pokemon. That is a fact.
Personally, I don't like nerfs, but Talonflame's nerf was reasonable. It still kept its ability, but became a lot less useful. I do think they went overboard, and should've instead made it that it only loses priory when it is at 50% or less HP. That would've been perfect.

It wasn't because of it being 120bp, it was because it got swords dance to spam the priority brave birds, and roost countered electric swaps and healed your recoil. without setup, talonflame was a mediocre attacker. you didnt need speed evs outside of wisp or SD.
as for tailwind, it was the main reason why talonflame was even used in doubles.

120BP Priority wasn't the only thing it had, but it was, without a single doubt, the best thing it had. That's why it became shit after losing that. It could be used in almost any situation. Sword Dance is a great thing, but it only worked for Talonflame because of the Priority. There were many other, much better Sword Dance users in OU. Talonflame stood out because of the Priority. To put Talonflame's offensive capabilities in perceptive, a Garchomp can do almost as much damage as a +2 Talonflame. It wasn't strong. It was fast. That was its role. Give it access to moves like Will-O-Wisp and Flare Blitz, and it take out any threats.

Of course it had access to other things, but the main thing that made it broken was not its moveset, but its ability. In most cases, it didn't have the defenses to make use of Roost. Tailwind also rarely saw usage in Singles. At the very least, its ability to out priority almost everything was what made me use it.

Chlorophyll sucks because it either depends on another Pokémon or loses Bellossom a coverage move to Sunny Day. It's the only ability you would run on Bellossom because Healer is garbage, but still.

Leaf Storm + Quiver Dance seems counter intuitive to me. Other Pokémon (particularly Lilligant) do Chlorophyll Leaf Storm better)

If you wanted to use a special Chlorophyll sweeper there are better grass types with better movepools (and, in all cases but Vileplume, speeds): Vileplume, Victreebel, Exeggutor, Shiftry and obviously Venusaur.
