How do you make it OU without changing its HP stat?

With direct attacks. It still has a lot of weaknesses though.

Making it monotype (ghost?) + buffing Wonder guard would probably make it OU despite its shit stats

Make it only Ghost type
Give it Me First and Fell Stinger
Give Wonder Guard an extra ability where it can gain more HP than its max of 1 through moves like Leech Seed and Dream Eater with no limit

Also, Shedinja being OU by usage would mean something went horribly, horribly wrong.
Shedinja's entire design is based around the philosophy "You cannot kill me no matter what you do."
If he were strong enough to be in OU by usage, it would mean he would have to be broken by definition.
