They could just make present have 100% accuracy, not have a chance to heal enemies, make the heal guaranteed on allies, make it an ice type attack, and make its scaling power 80/100/120, and double delibirds base speed and attack then he would be good. Hell he wouldnt even need the attack if you just wanted to run choice band on him.
