I think it just needs a decent movepool. The easiest option is of course to give it better speed. Schooling is actually pretty much a non issue. Think about it. It only activates at the end of the turn, so you will still have time to do one last attack, or even recover above 25% HO with leftovers. And since you're so slow in both forms and have only 25% left, it's not like you would have survived a hit in the first place by the time you transformed.

No? The high BST is made to compensate for having the lowest BST in the entire game while under 25% HP. It's the same logic as Slaking and Archeops. All 3 have the highest non-legendary/pseudo/mega BST and a weakening ability.

It has stronger attacking power and better coverage. Also, uturn isn't blocked by ground. Even when it's health gets low enough to go in it's base form you can still use it as death fodder. It is basically a rotom wash
