You depend on your opponent, so 90% of the time it isn't a good idea. Relying on your enemy to even use a move adds a whole nother layer of play that is needlessly annoying and not rewarding.

It's not a BAD move per se, but it is very VERY situational:

>you have to be faster than the target
>target HAS to use an attacking move
>the attack might not be using the stat your Pokemon is proficient in and most likely won't get STAB on it (the 50% boost mitigates some of this problem)
>the move most likely will be resisted by the target (or neutral) since Pokemon tend to use STAB moves
>if your opponent sets up or uses a priority move, then you just wasted a turn

This. You are 100% relying on your prediction skills, unless the thing is scarfed or banded/specced, but even then you still need to outspeed and it's unlikely your opponent will use a move effective against itself

It was kind of cute in VGC 2016, because Mega Mewtwo X would use a STAB rain boosted Water Spout or Precipes Blades against the Kyogre/Groundon that launched it before they used their's.

Unfortunately, that was all it could to and Mewtwo was really bad in VGC 2016. Special didn't hit hard enough to be relevant (I know, right?) and if it mega evolved into X, Mewtwo got bumfucked by Talonflame and the stupid elk..
