he's not bad

he has great bulk, and his Z Prismatic Laser is one of the hardest hits in the game. He can spread hax, and still has good coverage. He has great boosting moves like autotomize, iron defense, and even has recovery.

so he isn't a gamebreaker and doesnt form an entire metagame around himself like 90% of every other legendary, that doesn't make him bad, it just makes him balanced.
