Do too many Pokémon have access to Intimidate?
I don't know, I think all of the Pokémon with Intimidate deserve it. Like this guy. Literally shaking in my boots just looking at him.

A lion cub in the wild could be intimidating in the sense that there's probably an adult one nearby. I'd have a hard time pulling a justification out of my ass for when you're fighting a trainer though

Realistically speaking I would not want to stumble across a lion cub, because that would probably mean there's adult lions nearby. So yes, Shinx can intimidate someone.

The only questionable Pokemon with Intimidate is Hitmontop.
The rest, even if they aren't intimidating themselves, have intimidating evolutions.

Even if you wipe away all the fluff and TV overreactions, these are 200lb+ masses of steel smashing each other around like yoga balls and about the size of a medium-sized Pokemon. Hitmontops are around 100lb and unlike Tombstone, is a full body spinner so there's more mass spinning at a target than just one 30lb blade of steel.
I'd be intimidated too if they were real.
