Gets two new forms,one gets activated after having half health and is not a permanent form.
Has had no role in both X and Y, and only being a side quest to get in Sun and Moon.
The second most cucked legendary is probably going to be necrozma.

Other than story relevance in the game it wasn't cucked at all since it got more unique shit than any other legendary. And I wouldn't be surprised if it got more story relevance in the upcoming games.
