Rotom Dex is not an actual Rotom, just a robot. They just tell them it is to learn how to take muh responsibility. Pokemon don't understand humans because they are dumb animals and humans don't understand Pokemon because Pokemon are dumb and can't speak. A Charizard roaring doesn't necessarily mean something in a Pokemon only language. That would be stupid. And if they had a language of their own and were capable to communicating in it, that would humans can learn this language. It would be common to see people talking to Pokemon. And if a Pokemon was raised among humans, it would learn human language instead of a Pokemon language.
tl;dr the idea of a Pokemon language is retarded, and if there's no language, there can be no translation.

Because the anime is also retarded with zero thought put into it. Retarded concepts being used in a retarded anime makes perfect sense.
Humans seem to understand Pokémon, probably an advanced version of how irl we somewhat understand cats and dogs that we're familiar with; the communication is a lot of pitch/tone/body language/context.
Meowth already translates other Pokémon. I imagine a Charizard roar doesn't need much translation though, context will make it obvious.
I think Meowth should translate Wobbuffet more often. He's usually got good advice, on the rare occasion they listen to him.
