Observe the Cosplay Pikachu from ORAS, which has the black tail tip, Pichu, which as an entirely black tail, and female Pikachu, which has a variant tail tip. It's easy to get all these things mixed up.

The closest that it ever got was being white on the end because of a poorly made Pikachu figure I had long ago.
Pikachu never had a black ended tail and you are likely mixing up the brown base with the end of the tail. The brown base was much darker in some arts of it.
