They've been planting the seeds for a while
So far it's been at its biggest scale with yancy/curtis
If we ever get something unmistakably romantic again it'll probably be on a small scale again
It'll be a long time before the main plot of the game involves any sort of unmistakable romance, if that ever even happens
One thing for certain is that they won't pull it off right, it'll either be too underplayed to feel meaningful or overplayed to the point of intrusiveness. I am certain of this because game freak simultaneously sucks at writing and simply doesn't care.
Romance is a very difficult thing to pull off, especially in an RPG about fighting and monsters, and especially in children's media.
The odds are stacked against this aspect of the series ever being good, but people will request it forever because game freak is good at designing humans and generally making them inoffensive to the point that only the more jaded parts of this fandom will dislike them.
I am honestly hard-pressed to think of a game that does romance right. Even my favorite writing in gaming features little to no romance. The idea that Game Freak can pull it off is simply unfathomable.

The quality of dialogue and characterization in Pokemon games is so low that I can't imagine anything good coming from them attempting to do romance.

I fucking hated that they tried to shoehorn "romance" in a game where the MC is an 11 yo kid. If they were at least 13 or 14, I'd be fine. If they were the same ages as the MCs in BW and XY, it would've been even better.

There isn't a single game that has implemented romance well. Romance should stay far away from Pokemon, or else it will ruin the franhise like it did with Fire Emblem. Romance actively makes the plot and mechanics in the newer Fire Emblem games worse.
