Pory 2 was a staple UU mon in gens 4 and 5, and an OU mon in gen 2 and gen 3.

Pory - Z is a goddamn fantastic late game sweeper. Even though it's not the best in OU, if brought out late game it can set up in a single turn then sweep. Prior to this he was bretty alright in UU as a revenge killer, famous for being able to 2-shot Bissey.

Smogon's unofficial competitive pokemon rulesets separate pokemon into tiers by usage and occasionally (rarely) by them being able to overpower the meta.

NU - Never Used, the tier below RU. Has its own borderline with RU, BL3.

PU - The tier below NU, contains Pokémon not used enough for NU. The name refers to PU, what'd you say when you smell something bad (as in, Pokémon in PU are so bad they're complete shit)

FU - A tier below PU, for even weaker Pokémon.

Another well-known tier is Little Cup, for Pokémon that can evolve and can be obtained at Level 5.

Yes, but things only get banned to LC Ubers for good reason. Generally because of things like being able to fucking murder everything without having to setup (like scyther and medicham), or having crazy good stats at level 5 (murkrow and gligar) or being able to setup and then sweep with little to no resistance (porygon and swirlix).
