gets an item that's a combination of all plates and lets it mega evolve

then it has protean as an ability

just let it mega-evolve with judgment and give it super protean+stats, super protean letting you hit anything with judgment for a random super effective type and changing accordingly to that type, while changing to a random resisted type, after getting hit with a super effective move.

Ultra Arceus (or Z-Arceus).
+20 to all stats.

Automatically transforms when holding the Z-Plate, an item that combines the 20% bonus damage and the possibility of using Z-Moves, but to all types.

Ability is Omnitype, a mix of Protean + Filter + Magic Guard.

Bonus version: Add the effects of the Z-Plate to the ability, so it can hold another item. Also, unlimited use of Z-Moves.

Turns out there's an Arceus for every universe, and the reference to it's thousands of arms is a metaphor for the vast amount of Arceus and universes they created. You can turn any Arceus into any other form with held items from those dimensions.

Requires holding Arceusium-Z which lets any move (regardless of type) become Z-Powered and transforms after using a Z-Movd.
