I think dream ball torchic is illegal, as you can't get any from dream world/dream radar. When breeding cross-species only the female can pass it's ball down.

I assume he's familiar with the rule that males can only pass balls down in same-species breeding.

Males only pass down their Ball if breeding with a Ditto. Females override that.
