People only think Fini is a dolphin because of the Chinese leaker. And he was probably confused about Wishiwashi school form since he knew about Totem battles. If he saw Guardian of Alola (the only time AFAIK Fini is seen with a closed shell) I would imagine he would've said something about the giant fucking golem thing. And if he saw Fini with an open shell, I imagine he would've called it a mermaid. However, if ge never saw Wishiwashi disperse, it's understandable that he wouldn't have realized it's meant to be a school of fish (since the Totem battle skips the Schooling activation animation).
