Game mechanics reasons, not lore reasons.
Water/Dragon in Gen 1 was broken because its only weakness was dragon, and there was only Dragon Rage which always did 40 HP damage. This would give it no weaknesses. And because the other typing that makes sense (given its personality and proneness to rampage and destruction) Water/Dark didn't exist yet, they had to go with Water/Flying which doesn't make as much sense but also didn't make Gyarados a broken mon with no weaknesses in the first game.
