80 base attack isn't going to do much. Best you can do is Body Slam for Paralysis support. It has an immense Special movepool but only 40 base Special Attack.

>Not enough resistances
Even with its abilities, it lacks key resistances and a physical wall that's weak to Fighting and neutral to Ground or Rock isn't really good. If it tries to be a Special wall with Sap Sipper or Thick Fat, you begin to realize 70 base Special Defense is mediocre for a Special wall.

In short, Miltank tries to be Blissey and Skarmory in one Pokemon but fails to do what they can because of either poor resistances or meh stats. It still can find success in the lower tiers though and I always kinda liked it.
