Best case scenario: it's Ice type exclusive. Froslass and maybe Cryogonal become much more relevant.
Knowing GF though, every Water type under the sun would learn it.
In either case, stall would be dead and HO teams would be everywhere. Smogon would probably eventually implement a clause that prevents having both this and stealth rock up at the same time.

It depends.
-If every water type gets it, then Dragon, Ground, Flying and Grass types will suffer immensely. Landorus and Garchomp usage will drop and Defog/Spin support will be more useful than ever.
-If only Ice types get it (ex. Cryogonal, Avalugg, Vanilluxe), then it won't affect the metagame too much, but those Ice types will see more usage outside of Hail teams and Hail teams in general will get a nice buff.
-If Fire types melt it upon being sent out (like Poison types and Toxic Spikes), then Fire types will be a staple on teams with Landorus, Garchomp, etc.
Lots of factors to consider.

I know that the joke is mostly wordplay, but a Grass hazard that would function similarly to Stealth Rocks would make more sense as thorny vines or sawgrass, or something. Roots immediately makes me think of tripping over them.

I have never discussed or seen people discuss how Stealth Rock has affected the meta game. In fact I have never discussed battle stuff with fellow Pokemon fans, although I have been battling for decades, and actually that's the main reason why I play the games.
I think Stealth Rock is plain stupid desu. Every team has a Pokemon that uses Stealth Rock, and every team has a counter for it, so why the fuck use it? And it's completely garbage how it shits on 4X weak Pokemon.
I think it's moves like this that ruin the fun and make people go for the stall teams which is absolutely disgusting.
Adding another variant, in this case the Ice type Stealth Rock variant, would just fuck it even more. How about you have both Rocks on field and opponent sends out a fully healed Dragonite... at 25% health. Yeah fuck it. Fuck all these crap moves that cripple teams without any fucking effort.
