The nerf was to the second damage, not to the additional effect like should MUST happen, making now that any Kangaskhan running Seismic Toss or Power-Up Punch still being a problem. The real nerf would be that Pokémon Bank prevents any Kangaskhan running any of those moves to be transfered to future games.
