What it does better than Pheromosa?

Pheromosa has better ability, dual STAB, a STAB that's better than Psycho Boost, U-turn, and its special movepool has just what it needs.

Not to the same extent by a long shot.
If a type resists both of a pokemons STABs then it needs coverage to beat said type. Steel resisting 10/18 types plus an immunity means the vast majority of pokemon must be able to cover for it or just flat out lose, fairy only resists 3 things in comparison. Its fairy when paired with another type that's niggers, doubly so when its a good type like water or steel.

Pheromosa has no priority. That's what keeps it in check.
Its dual STAB is also resisted by three common types (Flying, Fairy and Ghost). Aside from STAB moves it also cannot do anything else but Ice Beam. So a lot of things resist it.

If you don't wanna have your protect broken by Hoopa-U, swap Poison Jab for X-Scissor/Megahorn. If you don't wanna be taken out by Roar, swap Unown bird with a physically defensive Magic Guard Espeon. AND if they attemp to haze the boost, then throw Xurki and attemp to kill the thing on the spot.
