Ho-Oh and Lugia were Mythical Pokémon from Generation III to Platinum since they weren't required to complete any National Pokédex. They became normal requirements again with HGSS, and have been ever since.

Weirdly enough, Espeon and Umbreon could only be obtained in Generation III by trading from XD, yet they are treated as requirements for the National Pokédex while Lugia isn't.

Deoxys is no longer a Mythical Pokémon as of ORAS as it's required to complete the National Pokédex in it and is found normally in-game.

ACTUALLY, you can get both Espeon and Umbreon in Emerald since even do there's no Day/Night cycle, there evolution method is still connected to the time of the day, Umbreon during the time that it would normally be night and Espeon simply during the day.
Source: how I got Espeon and Embreon for my dex. I started out Gen 3 with Emerald so that's how I know.

the reason SM has no national dex is to allow gamefreak to make whatever pokemon they like pokemon uncatchable in a generation without having to worry about this making them mythical or affecting the collection gameplay in any way

after all with there being 800 pokemon, it's getting a bit much to ask them all to be available within a single generation

Fun fact: Getting Umbreon and Espeon is impossible without trading in G3.
You have three options:
1. Trade from Colosseum
2. Evolve Eevee in Gale and trade it from there
3. Trade Eevee into Hoenn and evolve it there. Believe it or not, the time evolutions exist in these games. I think it's AM hours for Umbreon and PM hours for Espeon or some weird shit like that.

I'm an european guy who was pretty active during Gen III days.
I obtened Jirachi from Pokémon Channel. Deoxys with the Aurora Ticket in some kind of Toys R Us event. Probably my favorite legendary encounter.
Latios with the Eon Pass.
Mew with the faraway Island (Forgot where I got the ticket.)
Celebi was plain unobtainable, probably the rarest.
I got Ho-Oh and Lugia when I attended to a big Nintendo Distribution (Paris Pokemon Festival 2006) as well as the 10ANIV Legendary Beasts.
I got Darkrai and Shaymin pretty quickly with the tweak available on the japanese versions of DP too.
But I grew bored when legends lost their rarity during HGSS and Platinum, when GF started to organize wi-fi distributions.
Gen III Island are probably my favorite locations (Event Islands, Sevii islands, the Battle Frontier, Hoenn islands cities, and the Mirage Island) because they gather some of my fondest memories playing the game.
