Smash Samurott would be the most fun shit ever. I just calculated that a neutral nature only needs 180 Speed EVs to outpace Pheromosa by one point. So you can put the rest of EVs into bulk and offenses. A speed nature only needs 100 EVs to accomplish this. Its going to outspace anything while having the bulk to take a hit.
