If anything, Porygon Z is a modified/hacked Porygon 2 than a natural progression. The former works more like a sweeper, whereas the latter is more defensive. Porygon Z is more of a sidegrade than an upgrade as it can't fulfill the roles Porygon 2 excels at.

For some reason I feel really good using a not fully evolved pokemon
I guess it's because as a kid I always wanted to never evolve some pokemon and keep them small and cute and still beat the game with them but most of the time they just became too useless at the end, but the few who made it made me feel like I worked hard for it. It always feels good when you can make a NFE pokemon work in competitive too, which is pretty rare but has a few notable exceptions.
