Toxapex is a wall, though, why would you attack with it other than causing burns with Scald? Besides, if you really want to attack with it you can also run a meme Toxic (Spikes) + Merciless set. If you do that I think it might even have more offensive presence than Tentacruel.

Toxapex is a much better wall, and it has a good ability that isn't dependent on weather.

Slightly different roles imo. Cruel gets rapid spin and liquid ooze (which is a super underrated ability). I think it has more offensive presence w/ acid spray sets.
