the only pure grasses are tangela which sucks, and sunflora and bellossom which are cutesy and weak as shit so they wouldn't fit silver, so I went with Victreebel, which is decent and somewhat of a predator idk

It would have really shit moves to compensate, like only Quick Attack, Leer, and Pursuit. That said I could still see it being completely busted. Maybe switch it out with Heracross and then give Jasmine Scizor over Forretress?

The main issue isn't even offensively, it's defensively. All of your normal attacks don't work, and you can't use a rock type or a flying type. Heracross would at least get >Pidgey used Gust!'d
and Yanma itself isn't so bad either, especially if it has Sonicboom, so it could probably get a kill since it's sanic too
reminder Hoothoot gets no flying moves and Pidgey only has gust and evolves at level 18 which you probably aren't at

If his movepool is like he said QA, Leer, Pursuit and maybe Fury Cutter then either of those types would work. I've tested a similar idea in a romhack I never finished and he wasn't that hard.
Now the Heracross I gave to Chuck was insane.

Quick Attack would probably still deal a good fuckchunk to your hoothoot or pidgey. Geodude could probably take pursuits okayish, but Fury Cutter would fuck it up on the long run and Scizor has physical bulk for days
Pursuit would also cuck your attempt at cockblocking it with gastly

dragonair on lance feels kind of weak though
ampharos has ryu in its name, steelix is somewhat based off a wyrm, also where is aerodactyl, arcanine has a legendary connection
idk those feel like they'd be better options than dragonair for the champ
