The whole anime was handled terribly. Just look at Ash's team by the time he gets to the league. Then there's the goal of the game being to catch and train monsters, but Ash hardly caught any and evolution was almost treated like a bad thing. They didn't even cover the major events of the games ala Origins.

I hope this movie has at least some kind of decent structure to it.

Not catching too many Pokemon isn't too big of a deal as long as you give them personalities, and if nothing else the core OS team had that. The no-evolution thing was probably just pandering to popularity though, I think Bulbasaur and Squirtle were more popular than their evos in merchandise and such.

Personally I think it would've made more sense for Squirtle to evolve once, at least Bulbasaur had that stubborn personality of his to justify it. I don't think Squirtle ever expressed any sort of feelings against evolving. Wartortle looks good with the shades, too.

Well not all of them had personality yeah. Pidgeotto, Butterfree, Tauros and Kingler didn't really have personalities (well, Caterpie was kinda cute the first few episodes but it dropped off pretty quick). There's at least one Ash Pokemon every season lacking a personality, usually the region bird. The rest of them had pretty clearly defined character traits though.

But that just makes my point more important IMO- they couldnt even give the limited cast all personalities, if they made Ash catch em all then it'd be even worse.

It more likely had to do with character models and being too unfamiliar with the games. They seem to confuse a fully evolved charizard with a traded high level pokemon that won't obey. I was in middle school at the time. Old enough to know that kids, even kids younger than me, did not care. At least in the US. Bulbasaur was by far the least popular starter anyway.

I can see where you're coming from with this based on their personalities, though I don't see why Bulbasaur with that bodyguard mentality wouldn't want to grow bigger and stronger. Wartortle would've been acceptable though. Ash used Squirtle a lot but they never touched on evolution with him.

What always cracks me up is that the anime keeps prattling on about how evolution doesn't necessarily equal strength and unevolved Pokémon can still be strong if trained properly if they just give it their all.
