Evasion ban at least makes sense, considering it is kinda shitty to literally not be able to attack because of one evasion boost and it does turn into an RNG fest.
That being said stall should have been banned as well if evasion is banned considering it's also as shitty as it.

To be fair, bidoof is banned because it could sweep after EVA gains. Showderp even has a Drapion set named Citizen Snips that relies on acupressure to gain evasion. If it gains evasion, Snips decimates the entire team because nothing can hit it while it continues to gain stats. Even something shitty like Spinda could take out an entire team if it has max evasiveness simply by virtue of having infinite free turns of your opponent being unable to do anything..

Stall isn't luck-based, though. Smogon banned most outright luck-based items and moves because it makes the game all come down to the roll of a die, whereas you can play around and outskill stall.
