There's so much to explore on this theme. I really hope that instead of BW remakes we get BW3.

That's +100, the same as Megas and Primals. So I'm guessing it's going to be a Primal-style forme change, where you put both dragons into an item and then give it to Kyurem to hold.

Maybe mono-Dragon with an ability that lets its attacks ignore resistances and immunities (on top of the Mold Breaker effect).
