Pretty sure GF said Basculin was thrown in cause they didn't have a fish Pokemon to fill the waterways with. It should've been given a Mega-evo to make it a bit better.

Maybe you could evolve it by fainting an alternate colour Basculin in the wild? And have both appear in the same game with a 99% and 1% encounter rate in the water.
