Garchomp is only overrated if you go with the Smogonfag's guide to no fun allowed, where the evasion clause is in place. Rough Skin is a pretty bad ability for it, admittedly, but Sand Veil makes it pretty insane.

Popular != overrated.
Simple and charming designs are easy to like, and the concept of Aegislash is cool enough to love. To top it off, it is strong. It's rated just fine. Calling this overrated would be like calling the current Zard or Blastoise overrated.
