I was thinking of running Stealth Rock in place of Will-o-Wisp.
Also, is the Speed that beneficial to Marowak?

That spread wastes too many EVs on speed that you don't need. Just use 68 speed EVs to outspeed Celesteela and put the rest in HP.

This is a better spread. 132 speed is necessary to outspeed some defensive mons, you can toy around with the other evs but the speed is a must. Unless you're going full max hp/max spdef (which is just OK, but don't fall for the leftovers meme) or using it in TR, a bare minimum of 132 speed, 16 attack, and an adamant nature are required. I tried jolly SD, but it's not great.
