The Looker from the Mega timeline, who you meet in XY and SM, remembers Emma.
The Looker from the original timeline does not remember anything. Considering there was no ultimate weapon in that timeline, Team Flare wouldn't exist, so Looker would never have met Emma in the first place.

ORAS takes place before XY so yes, he does. My theory is he joined the international police after going through the UB dimension like Anabelle did so when we see him in ORAS he hasn't became a member yet. Hopefully the DP remakes will shed some light on this.
