Essentially. Casual Jap players love their RNG bullshit tactics, they will spam this cancer all over the place.

Systems that attempt balance like Smogon will auto-ban such an ability, as it will promote gameplay of super-stall + switching spam, as every time you swapped in said Pokemon you'd have a chance of winning which would be stupid.
